July 22, 2015 – In June, Governor Greg Abbott signed into law House Bill (HB) 1992, requiring all public colleges and universities in Texas to award course credit to students who submit scores of 3 or higher on an advanced placement (AP) exam. The law will affect students entering college as freshmen in fall 2016.

This policy, strongly backed by the public and passed with overwhelming bipartisan support, will ensure Texas students receive the college credits they have earned through their hard work in AP courses. Previously thousands of students were unable to claim their earned credits due to the lack of a uniform policy among higher education institutions.

“In the past there was no consistency from school to school on what score would be accepted for credit,” Amarillo ISD Director of Guidance and Counseling Tracey Morman explained. “For example, West Texas A&M University required a 4 for most courses, while Texas Tech University and Texas A&M University required a 3 for the majority of courses for credit.”

This law will have a positive impact on students throughout the state. In the 2014-2015 school year, students in AISD took 2,875 AP exams, with 966 exams receiving a score of 3 or higher. With AP participation and performance on the rise in AISD and across the state, HB 1992 will help more students make a successful transition to college and career.

The bill states students receiving a score of 3 or higher on an AP exam are “sufficiently prepared to be successful in a related, more advanced course for which the lower-division course is a prerequisite.”

State Senator Kel Seliger of Amarillo sponsored HB 1992 along with Governor Abbott, Representatives Travis Clardy and John Zerwas, and Senators Paul Bettencourt and Royce West. Graduates of the Class of 2016 who attend Texas public institutions of higher education will be the first students to benefit from this new law.
