THE AMARILLO COLLEGE REALTIME CAPTION REPORTING PROGRAM
The Amarillo College Realtime Caption Reporting Program instructs individuals
on how to use realtime caption reporting systems. These devices are used
in media-based applications such as television broadcasting, classroom instruction,
large group seminars and presentations.
The realtime caption reporter is technically trained to operate a computerized
machine which compares spoken words entered into the machine with dictionary
entries stored in the computer's data-base. Within three to seven seconds
after the audio message is received, the written transcription is ready
to scroll across the television set or computer monitor.
The demand for this technology and for trained personnel has grown substantially
with the passage of the Federal Television Decoder Circuitry Act of 1990.
This legislation requires that all television sets 13 inches or larger manufactured
in the United States must now have special integrated circuitry which provides
access to the closed caption signal. In addition, the Federal Americans
With Disabilities Act states that individuals who are hearing impaired or
deaf will be afforded the privilege of asking for steno captioning in any
setting or institution.
