gasping for life in a dry tank. Communication, the way in which we establish
meaning with the world, is our water. Surrounded by its power, we pay little
attention to its importance until the tank runs dry. Ten percent of Texas
Panhandle residents live in a world where some variety of communication
disorder can dominate every hour of every day. Four Panhandle agencies are
