School districts receiving federal funds under Title I, Part A are required to make school choice available to all students who are enrolled in the Title I campuses if their campus has been identified as in: (1) school improvement; (2) corrective action; or (3) restructuring. All students enrolled in schools in improvement are eligible for a transfer to another public school campus in the district within a thirty day window until the campus is no longer identified for improvement, corrective action, or restructuring, i.e., until the campus makes Adequate Yearly Progress (AYP) for two consecutive years.
Currently for the 2012-2013 school year, AISD has 8 campuses that are in the school improvement stage. The following is a list of schools with the number of students eligible for transfer: Caprock High School, 1919; Eastridge Elementary School, 759; Houston Middle School, 861; Lawndale Elementary School, 360; Mann Middle School, 436; Palo Duro High School, 1992; Travis Middle School, 995; and Wills Elementary School, 555. These students are eligible for transfer to another campus of choice based on lowest achieving and low income.

School choice is available to Caprock High School, Eastridge Elementary School, Houston Middle School, Lawndale Elementary School, Mann Middle School, Palo Duro High School, Travis Middle School, and Wills Elementary School students only. If you are interested in the school choice option please go to your HOME CAMPUS and pick up an Adequate Yearly Progress (AYP) Transfer Request, complete the form and leave the form with your HOME CAMPUS. AISD has a 30 day window for these requests which means they need to be returned NO LATER THAN September 10, 2012 at the end of the school day to your HOME CAMPUS. Transfer requests received after this deadline will not be accepted. The student requests will be ranked according to federal guidance and you will receive notification of your assigned campus by September 14, 2012.
Transfer Totals 2012 - 2013
During the school year 2011- 2012, AISD had 9 students request a school choice transfer. Travis Middle School had 7 students, Crockett received 3, Austin, deZavala, Fannin and Houston each received 1. Eastridge only had 2 students apply for school choice and both attended Lee.
The school year 2010-2011, Fannin had 40 out of 685 students transfer to another campus of choice. For the 2009 - 2010 school year, 64 out of 5432 students from Caprock High School, Palo Duro High School, Bowie Middle School and Fannin Middle School decided to transfer to another campus of choice. During the 2008-2009 school year, 32 out of 5432 students from Bowie Middle School, Caprock High School and Palo Duro High School took the option to transfer to an alternate campus. For the 2007-2008 school year, 2431 students from Travis Middle School and Caprock High School were eligible to transfer with 19 who did transfer.
If an eligible student exercises the option to transfer, the school district must permit the student to remain on that campus until he or she has completed the highest grade in the campus. However, the school district is no longer obligated to provide transportation for the student after the end of the school year in which the student’s campus of origin is no longer identified for school improvement, corrective action or restructuring.
